In your phone dialer goto settings, scroll down to supplementary services, then click into show caller ID and there you can toggle what you want. The downside is if the called has restricted calls to block those calls you would only get voicemail.

These setting are in the Phone app, not your main settings screen. to get there, go into the default "Phone" app, then click on the three dots menu, then on settings, and Supplementary services should appear. The three dots menu only appears on Recents and Contacts at the bottom, not in the Keypad screen.
