Make a window size smaller

When I open a specific app it takes the whole screen up and I want to make it smaller so I can have multiple apps open and using them at the same time. Is there anyway I can get assistance on this? this is on Samsung dex

Swipe Back to show all apps

Tap the app's icon top center and then

Tap Open in pop up view

resize as you wish
