Galaxy S23Hello mrvlfan, thank you for your feedback. I understand your concerns regarding accidentally deleting the Notes App and not being able to retrieve all of your notes after downloading the app back. Did you have your Samsung Notes app synchronized with your Samsung Account or even backup to a different file options such as Google Drive? Here is a link to some information to assist you with the Samsung Notes App: https://www.samsung.com/us/support/answer/ANS10001384/.
If you need further assistance please let me know.

Galaxy S23So, it wasn't an accidental uninstall as you stated in your original post. You deleted it on purpose hoping to downgrade to an earlier version. The only way I know of to downgrade an app would be to go to apk mirror and find the apk for the version of notes that you want (if it's there). As for your notes syncing, if sync was on, then the notes should have returned when you reinstalled the app, regardless of whether it was backed up as well. Make sure sync is on in your restored version. I don't think there's a way to independently or automatically back up the notes other than with sync. The notes app is not included in Samsung's automatic backup because of the sync feature. It has been my understanding that notes data has been wholly contained in the cloud, not on the device once sync is enabled. I also thought that sync was on by default.

Galaxy S23Are you saying sync was already on in the reinstalled version? If so, the notes should have returned. On some apps you can uninstall only the updates, those are usually the apps that cannot be uninstalled because they are built in. Once you see the uninstall option( rather than uninstall updates), it will completely uninstall the app and all its settings.
