So i been with the Google beta program for a while and still don't have chat theme but my s25 ultra does but not my s26 ultra.so how are we gonna fix this

This is a Google issue, as Google is the developer of the app, Samsung is not.  You would have to contact Google by opening the messages app, tapping your avatar, selecting help & feedback and scrolling down to the "send feedback" option.  There may be different options for those in the beta.

New features in Google apps are rolled out by server side switches. They do A/B testing, so not every device gets new features at the same time.

A common fix for various issues is to go to the Google Messages Play Store listing, uninstall updates, and then re-update.
