Conversations List Empty?

I recently swapped from using a Pixel. I really enjoyed being able to use the 'priority conversations' feature of android to ensure messages from specific people on various apps (Discord, Google Chat, Google Messages) would be allowed to notify me even if I have Do Not Disturb on and show at the top of my notification list. I especially appreciated that this could work with conversations in other apps, not just messages and phone calls from contacts on my phone.

I tried going to 'Notifications>Advanced Settings>Conversations' to set the priority, but that list is empty even after updating, restarting, and receiving notifications from people. I also can't mark notifications as priority by long-pressing them in the list.

Is there a setting required for this? I turned off most of the 'AI' features, but can't find anything else that could cause the issue. To be clear: I'm not interested in having an ai sort my messages for me, I want to manually control it. I also looked through the developer options, but I don't see any toggles there that could enable this feature.

Is it just broken? 
(ETA: I'm annoyed because this is a feature of Android that the OneUI has either broken or disabled. From web posts it seems to be at least partially broken for a long time, even though its really useful when I need to leave my phone on silent usually but want important people to still be able to reach me quickly.)
