Galaxy S26Settings > Notifications > Advanced Settings > Repeat Notification alerts.
From there, you can set the specific apps you want to repeat and the interval you want them to repeat at.

Galaxy S26To clear the reminder, you have to dismiss it, not just clear the notification. If you have a repeating notification, dismissing/marking it complete will not affect future reminders. Clearing the notification just clears the notification. I don't understand why you would need the reminder app to remind you of notifications. Your notifications make a sound, and even if you set some to silent, you would still see the notification icons and the notifications in your notification area until you clear them.
If you only want your notifications read aloud when they come in, then you are better off creating a routine. If: Notification received (all apps), then read notifications aloud. If you only want specific notifications read aloud, then only select the apps for which you want the notifications read aloud. No reminder app necessary.

Galaxy S26The notifications will still be visible on your phone (and lock screen/AOD, if set for it) the next time you pick it up and you will be able to see you have notifications. You can also turn on repeat notification alerts as @CEParsons mentioned. You can also turn on Alert when phone picked up in Advanced features/motions and gestures. This will add a vibration to the phone when you pick it up to tell you that you had missed calls or messages. Since I do get a vibration if I had a notification from *this app*, I think it may vibrate on all missed notifications I never actually really paid attention.
