If I purchase the Samsung 8 Ultra do I need to have a separate cellular plan or can I just use it through Bluetooth?

You don't need a cellular plan as long as your phone is near the watch. Calls and texts to your phone can be made to show up on the WiFi only model too. You can also initiate calls and texts from the watch.
