There has always been a flashlight feature on the watches.  You have to pull down the quick panel, as shown above.

I don't mean a bright white screen, I mean a flashlight that actually shines out of the watch. 🔦 😊

Not possible.  The lit screen is the best that's going to happen.  There is no room in the tiny watch for an LED.  In low light the watch's flashlight is perfectly adequate.  If you need more than that, use the phone's flashlight.
