Galaxy WatchI had this problem several years ago when I got my watch 4, also with T-Mobile. Spent about an hour and a half on the phone with a provisioning specialist and we got it all sorted out (at least I believe we did). However, if you allow remote connection to your watch from your phone (in the Wear app settings), your watch will be connected to your phone via mobile (or wi-fi) when you are out of BT range, and then you will still get all your notifications and texts (you have to have mobile data and/or wi-fi on). Both devices do not have to be on the same network or same type of network, because they connect through Google Cloud Services. I believe you have to be logged into your Google account on both device but, since I am always logged in on both devices, I am not sure it's a requirement, but it does seem logical. You don't even have to be in the same state as your phone as long as you have a network connection on both devices.

Galaxy WatchIf your phone is off, there is no remote connection to it. You can keep your phone plugged into a charger if you are going to be out of its vicinity. Did you make sure you have Google Messages allowed to send notifications to your watch? Make sure you have the Google Messages Companion app on the watch.
As far as getting support from T-Mobile, you have to ask specifically for technical support and someone who knows about proper provisioning for messages. The reason I say I believe we got it figured out, was because in testing it worked. Make sure they test the feature instead of just taking their word for it. If they test it and it doesn't work, ask for escalation. After that, I was simply on remote connection and never had a problem getting my texts and notifications when I was out of BT range (which happens if I'm in my dining room and my phone is in my office - it's just out of BT range). Since I only use Google Messages, I turned off allowing Samsung Messages notifications and turned on allowing notifications for Google messages. All of that could have combined to ensure all my text notifications came through. Or, it could just have been fixed the first time.

Galaxy WatchI am rarely unattached completely from my phone, so the point is moot for me anyway. I do like things to work as they should, though (especially if I'm paying for a watch plan), which is why I spent all that time getting it sorted.
Are you getting notifications and messages, while you are connected to the phone, and just not over mobile?

Galaxy WatchIf you are receiving messages through Samsung messages, then it does not seem like a provisioning issue. The issue may be with the watch's companion app. I assume you are logged into your Google account on the watch. You may want to try one of four things: 1) put in an error report with Samsung through the feedback link in the support tab of the member's app; 2) contact Google support; 3) go to the Play store and uninstall the app from within the store (it cannot be uninstalled from the device) and reinstall it; 4) reset the watch if all else fails.

Galaxy WatchYou should also not discount contacting T-Mobile again. It may have something to do with RCS since RCS partially uses wi-fi and if you are out on the street with a public hotspot (such as a T-Mobile hotspot) they are not compatible with the watches. You need to be connected to a network with its own SSID and password. You can try seeing what happens if you turn RCS off in the phone app.
