Samsung did not put out an official date at all. There were rumors going around that it would be released today from sources that are not credible. Not Samsung's fault

Only confirmed release is the s10+ and note 10 version in India will be getting the one ui 2.0 beta tomorrow. Hopefully it will be open to other markets soon after.
