Looked deep in the settings and sun settings, doesn't exist on my device. Perhaps it's based on your actual carrier?

That same message appears frequently in my notifications.

Carrier hub is only for Sprint and Tmobile branded devices. You have to go to apps and select shoe systrm apps to find this app

Try this
Run Samsung Secure Folder, then:
Settings > Notifications and data >
App Notifications
Toggle Carrier Hub.
