There is a sensor on the washer tub that should trigger once there is enough water inside. Sometimes they get debris in the way of the switch which likely has a piece of tubing for the water to reach the switch to stop water fill. That tubing is clogged or that switch has failed. Fix that problem and the spin cycle should start working right
