Not natively, no. There may be some third party apps in the Play store that do it.

I've tried multiple third party call blockers and none of them will help much. What you are referring to are probably spoofed calls in which they choose your area code and then a random phone number. If you block all calls from your area code, which these apps will do, then you stand the chance of accidentally blocking real calls from your friends or local businesses. Unfortunately, the third party called Locker apps for only reference the incoming call to a database of their registered spam callers, which will not help your problem. I have been trying to contact Spectrum technical engineers with a solution to this problem, but spectrum is constantly preventing me from access to them. I came from Verizon before I switched to Spectrum and they're called blocking feature worked beautifully for spoofed calls as well as robocalls in that very are able to determine if the call is computer generated or not. If so, they block the call automatically so my phone never rang with them. If if you can find a way to communicate with Spectrum technical department, that is your best option to solve your problem.
You can check if your carrier offers a blocking app. For instance, I have Verizon, and they have a Call Filter app that enables me to block area codes and a variety of other types of calls. Most carriers provide an app or service that you can subscribe to for blocking these calls.

You can put your phone in do not disturb mode and only allow calls and texts from your contacts, and allow notifications from all apps. All other calls will go straight to VM without ringing through. They will still show in your call log, and you may end up with a VM box full of spam messages, but most spammets don't leave messages and you will stll be able to see if any legitimate callers got blocked.
