galaxy a 16

my dad has a new A-16 it has a white circle with four smaller ones inside the white circle on the display when you touch it different options like menu setting and screen control how can he disable it??

Open the Settings App. Scroll down and select Accessibility, then select "Interaction and dexterity", and toggle off Assistant Menu.
