Fold & Flip PhonesIf your phone is optimizing every time you reboot it (why are you constantly rebooting it?), that's what it's supposed to do. It is recommended that you restart your phone once a week to keep it optimized. You can also download Samsung's Good Guardians and the app booster module to optimize (defragment) your apps. It is possible that the extensive optimization taking place on your reboots is because your apps are fragmented. You can download Good Guardians from the Galaxy store.
Btw, the phone's main backup engine (except for photos) is Samsung backup. The Samsung backup contains all the apps, app data, settings, home screen layout, etc., which you can install en masse or selectively. It does not store personal data/files. You should turn on "sync with Samsung cloud" in the Notes settings to insure that your Notes are recoverable on other devices or your current device should you reset it. Making a complete Smart Switch backup to an external device, WILL copy everything that you select, including photos, music and personal data. Clearing the phone cache partition is no longer necessary as it's self-cleaning on reboot (perhaps that's what all that optimization is about).
