First of all, do you have an eligible device and carrier? You need to have a device model participating in the beta and unless you have an unlocked device with a model number ending with U1, or are a T-Mobile subscriber, you likely are not eligible to join one of the beta programs.

My device is unlocked and have 2 different carriers (2 esims) but no U1 model end, does that mean I can never join the beta program

Who is your carrier? If not T-Mobile, you are probably ineligible.

If it is not U1, it is network unlocked only which doesn't qualify for beta unless it was originally a T-Mobile device.

No, if you have a U1 device, you likely can join the beta as long as it's not full. Samsung limits the beta size.
