That's not a folder or an app, per se. it's a low level system subcomponent of the Geico app, which obviously didn't get uninstalled.

Open Settings

Tap Apps

Where you see "Your Apps" ... to it's far right is a three line menu icon

Tap it

Tap Show System Apps, then OK

Find com.geico.com and tap on it ...

Tap Force Stop, and if there is the option, tap Uninstall

If you absolutely NEED the geico app, you can also try reinstalling it, but not allowing it to run in the background, set it as a deep sleeping app, will not run when not in use. Thanks!
