Also, ensure you you don't have battery and data saver modes restricting background activity for the apps.

Fold & Flip PhonesMethod 1: When the Device is Powered On
Press and hold the Side button (Power button) and Volume Down button simultaneously until the Power menu appears.
Touch and hold the Power off icon on the screen.
The Safe Mode icon will appear. Tap it to confirm.
The device will restart, and you will see "Safe Mode" displayed in the bottom-left corner of the screen.

Fold & Flip PhonesI am experiencing this on a Samsung Galaxy S23 Ultra. Even after enabling 'Manage notification categories' in Advanced Settings, the Gemini and Google app notification toggles remain greyed out and unclickable. This issue persists even in Safe Mode, indicating a system-level restriction.
