 It's a simple matter to change wallpaper manually when you get bored of the one you have. You can probably create a routine to change wallpapers at specific intervals. Play around with routines.

is already a thing for the lockscreen... why not for the homescreen... why do I need to create a "routine" to change wallpapers when it is just a matter of selecting all the photos I want. You don't want it, don't use it, I want it, I will use it

Because Samsung chose not to include that feature, so if you want it, you create a routine to do it, that's what modes and routines are for. Or, you download a 3rd party app.

the program code already exists. They can just add the home screen to it... yes they are multiple 3rd party apps I can use but why do I need to add another app when it just can be a simple added feature to the OS

 if you want it, *you* will need to find an alternate way to get it.  Even though the moderator said they were passing the request on, that does not mean that it will ever be acted upon (it depends on how much interest/requests they get for it.
