How can I unlock the bootloader on a Note 9?

Samsung won't help you.  Search online and if it is possible with Snapdragon processors, then maybe xda developers wesite can be of help.  I haven't played with it for a long time.

Thanks for the advice! And if Snapdragon is better than Exynos; I don't care. Next Note I buy the Exynos Version
