That would depend on whether your phone is locked or unlocked and who your carrier is. If you can turn it off, you would find the setting in settings/connections/mobile networks. If you have a carrier locked phone you may not see the setting or it may be disabled. If you have an unlocked phone you may see something similar to this (again, dependent on your carrier).
