It has similar symtoms as the other boot loop for note 8 with the exception that none of the presented solutions (softw reset, wipe data, and download mode) seems to work at all.
(if not plugged in) device would not response to any key/button press combination at all.

(when plugged in) I can occasionally get into download mode. However, when I press volume up to continue, it will go right back into the "Samsung Galaxy Note8" screen and begin looping again.
Oh ... yeah, might need to notify your carrier if you have a protection plan with them. They will most likely do a swap out. If you have stuff to be saved, just let them know about that as well.
