Apps in the secure folder do not allow me to see any app quick actions aka app shortcuts when I long press the app. Is there some permission I have not enabled?

Try clearing the "secure folder" app cache, then restart your phone.
If that doesn't help, then proceed to wiping the "cache partition." It's safe and won't remove your settings or app files. Clearing the cache partition can help resolve any issues caused by old or corrupted system cache data.

Follow the steps below,

Clear the cache partition
- Turn the device off (shut down)
- Press and hold the Volume Up key, then press and hold the Side key.
- When the Android system recovery menu options show release buttons.
- Press the Volume down key several times to highlight wipe cache partition.
- Press Side key to select.
- Press the Volume down key to highlight yes, then press the Side key to select.
- When the wipe cache partition is complete, Reboot system now is highlighted.
- Press the Side key to restart the device.Recovery-Mode-on-Samsung-Phone_1000000612_1728437754.jpg

Thanks, but no luck clearing the secure folder app cache and then also wiping the cache partition.

Is this feature just not available in secure folder? Can anyone confirm they have it working?

I can confirm that quick actions do indeed work in secure folder. Permissions shouldn't have anything to do with the quick actions not showing in secure folder. What device do you have?

It might be a bug causing this,I don't know. I would submit feedback to samsung on this issue by going to the homepage of the members app > tap support > feedback.
You could try and uninstall secure folder, then reinstall it to see if that fixes the issue. If you uninstall secure folder, you will LOSE all data that is present in the app.
