Someone tell me why I am apparently being monitored when this is my own personal phone? One of the url in the chrome:// urls after clicking on it came up with a huge warning and pic alerting that I was being monitored

It is definitely a malvertising that could happen if you don't have browser protection on, or click a bad link.  The whole set up is to alarm you into clicking the link in the popup, where it you will be asked either a) to allow access to your phone for a scan, or b) purchase a ridiculously expensive (and likely non-existent) malware scanner and thus collect your credit card information.  You will NOT get monitoring or virus alerts unless you know you have purchased and installed a reputable anti-malware program, or turned app protection on in your phone's security settings.  For your browser, you need browser protection plug ins, some of which the major browsers have, but you have to turn it on.  They are effective enough for most people, but if turned on, and something gets through, your best bet is a reputable paid program such as MalwareBytes.
