One UI 8.0 Color Palette Restriction and Muted Color Defaults

I am writing to report a significant regression in the customization options for One UI 8.0. The current Color Palette engine is too restrictive and fails to provide vibrant UI colors that match user wallpapers.
Key Issues:
โ€ข Forced Default Theme: The "Color Palette" feature is disabled unless the user is on the "Default" system theme. This prevents users from using dynamic palette features with high-quality themes purchased from the Galaxy Store.
โ€ข Muted "Earth Tone" Presets: Even on the Default theme, the engine only provides desaturated "earth tone" circles. It fails to extract vibrant, saturated colors (like "Samsung Blue") even when they are the dominant color in the wallpaper.
โ€ข UI Visual Mismatch: There is a jarring inconsistency where "hard-coded" elements like the Brightness Slider remain vibrant blue, while the Notification Panel and Message Bubbles are forced into a dull "Slate Gray" or "Swampy Green" that cannot be changed.
โ€ข "Off" State Default: When the Color Palette is toggled OFF, the system does not revert to the factory vibrant blue; it defaults to a muddy gray.
Requested Solution:
Please restore the Solid Vibrant Color options (specifically a pure Blue/Cobalt) to the "Basic colors" tab and allow the Color Palette engine to function on top of custom themes from the Galaxy Store.
