Galaxy S24clear the cache and data from NotiStar. If that does not work, clear the phone's cache partition.

Galaxy S24When you say it's not working, what does that mean? Is it not collecting your notifications? NotiStar does not send notifications. That's why the notification settings are blocked. Your apps would send their normal notification sounds. NotiStar is an adjunct app so you can have a notification history or just look at your notifications in a linear fashion. It is not meant to replace your regular notification cards. You will get your normal notifications in the phone's notification area. If you accidentally dismiss a notification, you can view it in the NotiStar app or you can put it on your lock screen so you can read your notifications without unlocking your phone.

Galaxy S24If you wouldn't mind marking my response as your solution, it would be appreciated. Also, I don't know if you are aware, but if you go to settings/notifications/advanced settings/notification history, you will have a history of your most recent notifications.
