I have a weird situation happening at my residence. It seems that somehow my neighbors can hear me thru my Bluetooth devices and possibly be connecting to my cameras. I open my phone and settings will be changed to share all, quick share, every app permission will be toggled on. Some of these apps have permissions that shouldn't even exist such as rerouting my calls, listening without notifying, and my camera is always opening on its own. Bluetooth says turned on by play store, multi control is always on, When i turn these permissions off they will later be togggled on. Quick back story. I was dating this women who would come over with removable storage devices and has 9 different cell phones. One of which shows her about 35 miles away while she's standing right in front of me. The latest was the last time she was here, I opened up the history on my iPhone 15 and the Google search was " How do I turn on USB DEBUGGING ON AN IPHONE 15" I definitely did not search this topic. I asked her and she said i was crazy then left. I have replaced 4 cell phones in the past year because they seemed to be controlled remotely. Shes gone now but its still happening. Any advice would be appreciated. Thank you.

When you changed your phones did you get a new SIM card?  (not a new number, just a new card)?  Did you restore your backup or transfer from one phone to another.  You should never do that if you suspect an invasion.  If your lady friend was tech savvy enough to have a device where her location was spoofed, she's tech savvy enough to plant something on your SIM, add a hidden program to your device, or compromise your home router. Especially if you ever let her put hands on your phone or share something with you through quick share.  I would change passwords to Google and Samsung and email accounts (from an uncompromised device/location), factory reset the phone (log out of your accounts prior to resetting in case you need to make new accounts) and reconfigure the phone from scratch, as if it was your first phone ever; and get a fresh SIM (maybe change your phone number on this one, unless it would be too much of a hardship).  On the chance she also compromised your home router, reset the router and change not only the administrator name and password (the default is public knowledge and easy to look up) and change your home network name and password.
