Yes, they do. Same for similar apps like Signal and Tele.gram (don't know why TG is a bad word around here).

It's annoying because the app just throws an unspecified error. The website at least says you've used a forbidden word, but it won't identify it. Amazingly unhelpful.

When you download and setup the app, your contacts get populated and you can see which of your contacts already has the app/is on WhatsApp.  Anyone else, you can invite right through the app.
