Galaxy S26The updates will always download automatically. They will not download over cellular if you turn on "download over wi-fi only. You will get notifications that there is an update available, but you will then have to install the update manually (or wait until it auto downloads when you are on wi-fi and installs on the date specified in the notice). The update will not install automatically unless you ignore the update notice and then it will automatically install at the date and time specified unless you schedule it. This is regardless of who your carrier is. No carrier restricts automatic download or installation.
I hope this clarifies things for you.

Galaxy S26It's not an issue with T-Mobile. Make sure auto download is not set to using wi-fi only or never. Settings/device care/software update/auto download. See what it says it's currently set to. If it is set to "never", tap it and change it. Regardless of this setting, if you get an update notice and ignore it, it will (should) download and install automatically at the date and time stated in the notice. If you have a metered (data limited) mobile plan, you may not be allowed to download over mobile regardless who your provider is.

Galaxy S26Even so, T-Mobile should be automatically downloading the updates. You will have to ask them what the issue is.

Galaxy S26Is that what that told you? That doesn't seem true, since they are the ones that push out all updates and even add their own software to their branded phones. They would have to allow automatic downloads for that. I have T-Mobile on a factory unlocked phone, and ALL my updates get auto downloaded. I manually install them because I like to control when they happen, but the download is automatic.
I am not, however, going to debate the issue with you. If T-Mobile definitively told you they do not allow auto downloads, then that's what they told you. If you want to know why they don't, you will have to get the answer from them. On the other hand, if you are just making the assumption because your updates have not been auto downloading, that's another story. Either way, I'm done here.
