Galaxy S26I read in another post that Samsung's visual voicemail app is only available to factory unlocked phones purchased directly from Samsung. I don't know the correctness of that statement because it never came on any of my phones. I have never purchased directly from Samsung.
Your carrier might have its own visual voicemail app that you can download from the Play store. If your carrier is T-Mobile, or Metro they have their own visual voicemail app.
When you say clearing the data, do you mean a factory reset? If you have downloaded saved voicemails to your phone, you should be able find them in my files and copy them to a flash drive before resetting your phone. If you only saved them by not deleting them, they should still remain on your carrier's servers so they shouldn't disappear after a reset. Resetting the phone won't bring back the app, though. If you have a Samsung backup in Samsung cloud for your previous device, you might be able to restore the app to your phone from the backup.

Galaxy S26Sorry, I thought you meant that the app did not exist on your phone. Clearing the app data will not erase the recordings. Clearing the data resets the app to its original settings, as if you uninstalled and re-installed the app. It erases all the settings, but no data. It does not touch the actual voice mailbox. If the saved recordings reside on your phone, they will remain there. If you just did not delete them, they will remain on your carrier's servers according to their retention policy.
Your carrier's SIM should have no impact on whether the voicemail exists unless you switched carriers. If your voicemails came through another carrier and you just left them on that carrier's servers instead of downloading them to your phone, your "saved" voicemails are gone because they were not saved to your phone, they were just archived on your former carrier's servers. If you are using the same carrier you had with your old phone, the archived voicemails should be there. They may not show in the app as they are not new voicemails. To know if they are there, you would have to dial into your voicemail and listen. Voicemail recordings are only truly saved if you download them to your device.
You can restore your backup from your old phone from the Samsung cloud. That should return the app data and history to your new phone.

Galaxy S26Toggle Visual Voicemail: Open the Phone app, go to Settings, tap Voicemail, and turn the Visual Voicemail toggle off and then back on.
Disable VPN: VPNs often block visual voicemail connectivity; disable any active VPN or security apps, particularly if using services like Surfshark.
Force Stop and Reset App: Force stop the Visual Voicemail app in settings and open it again to prompt a re-setup.
Reset Network Settings: Go to Settings > General Management > Reset > Reset network settings.
Verify Service: Ensure your carrier supports visual voicemail and that it is active on your account
