Is there anyway to add a shortcut or quick panel button to access notification history outside of the settings menu?

You can download Samsung's first party app Good Lock and the module NotiStar from the Galaxy Store. This will give you an app to put anywhere on your screen you wish to put it. The screenshots are what the app icon looks like and what it looks like when opened.
