That looks like the reload button. I'm going to guess that maybe you have something enabled in accessibility setings which is causing that to be displayed.

Another thing to try is to boot in safe mode. While in safe mode do you see the same? If this is gone while booted in safe mode, it is a 3rd party app causing it to be displayed.
