Endless reboot loop

I have a Galaxy Tab S3 that has only a few apps and almost never goes online - used for drawing. I kept getting a notice Google Play Store Waiting for WiFi to continue large download Device Health Services. I finally gave in and connected to WiFi and let it download the file. A few days later my SM-T820 began the endless reboot loop. I tried everything on all the tutorials; Charged to 100%, Removed the SD card, Deleted the system cache, then finally, a factory reset. It won't even get through the Android setup without rebooting. I did notice one thing which might explain the issue. It would not enter the Android Recovery Screen with just the Start+Volume up. I had to press Home+Volume Up then Start to get to the Recovery Screen and when I did the code showed; Fail to open recover_cause (no such file or directory)#

I'm wondering if the "Device Health Services" download was malware that deleted the missing directories. Since the tablet won't even continue working long enough to finish the factory reboot and the start sequence I need to know how to reflash the tablet's operating system to the original state. 
I can't send it to a Samsung service center because I moved to New Caledonia and there is no Samsung service center here and Customs will not let me ship it out and get it back again.
