Unable to Send Messages from Tab A7

So i am on a Samsung tab A7 and when I try to send someone a message it says "failed to send message" and I checked settings and everything but I don't know why it won't let me send a message. Can someone help me with this problem?

Does your phone have service or are you connected to RCS?
