Open the Gaming Hub and tap the three-dots menu in the upper right corner. Tap Game Booster. Make sure that Shortcut bar is toggled on.
Open a game and look for a small black line on one side of the screen. Drag this out and when it's fully extended, tap the three-dots menu on the end of the toolbar. You should now see the power button that turns off Priority Mode.
There must be a less convoluted way to turn this thing off, but this is the only way that I know how to do it
