Thats not how It works on voicemail in the prompts you have delete or save and forward that is after listening to it

You have to use a visual voicemail app to forward a voicemail. It's been so long since I dialed in to actual voicemail, but I believe there was a forward option after the message was heard - like press 7 to delete or some other number to archive and another number to forward. It's carrier controlled.
