I would suggest resetting your router, changing the administrator ID and password to the router settings and changing your internet SSID and password.  Go through your LAN settings in the router and disconnect ANY device that is not yours or you don't recognize. If you disconnect one that's your by mistake, you will have to connect it again.  Limit how many IP addresses can be used (if you have 10 devices, only allow 11 - you can adjust this if you get more devices or allow guests to connect). Also change the passwords to all your accounts - email, Samsung account, carrier account and ISP account, and Google account.  Reset your phone and set it up completely from scratch in case they installed spyware on it. Add a VPN and make sure you keep auto block on. Likely the person got in through your home internet router, as the entire world knows the default administrator name and password.  If you don't know how to reset your router and your wi-fi settings, call your provider and ask for assistance.  For good measure, ask your carrier for a new SIM in case something got embedded on your current SIM.

I agree with AAbbott 100% Also if you feel that someone is hacking your device, I recommend reaching out to your local authorities.
