I thought that because I have two phones on different versions the older one has call forwarding. But then again like the other person said it's carrier related and the two phones are on different carriers.

True its carrier related but that doesnt explain a update issue causing it only thing I can think of is to reset the network in connection or clear the cache in phone app i.e apps setting than phone

Locate the call forwarding settings

Open the Phone app.

Tap the three-dot menu in the top-right corner.

Select Settings.

Scroll down and tap on Supplementary services or More settings (the name can vary by model).

If you have a dual-SIM phone, you may need to select either SIM 1 or SIM 2.

Tap Call forwarding.

Choose Voice calls to see the options.

Step 3: Troubleshoot if the option is still missing

Contact your carrier: Call forwarding is a network-based feature. Your carrier may have disabled it or require you to activate it through them.

Check carrier settings: Ask your carrier to ensure call forwarding is enabled on your account.

Use USSD codes: Try using your carrier's codes to activate forwarding directly, such as *72 followed by the number for *72 (e.g., *721234567890) to forward all calls, and *73 to deactivate it.

Step 4: If the issue persists

Reset network settings:

Go to Settings > General management > Reset > Reset network settings. This will not erase your personal data but will reset Wi-Fi, mobile data, and Bluetooth settings.

Update your phone's software:

Check for and install any available software updates in Settings > Software update
