Nearby device scanning permissions

Permissions with nearby device scanning are grayed out to allow, the list started with Bluetooth and the list has grown too tethering to simple phone services, I've reset settings and so forth with no change. I tried a hard reset and my zfold 4 will not do a hard reset, any ideas or direction would be greatly appreciated

If you are unable to reboot the phone into the standard operating system, we recommend having the phone serviced. @1-308 Can you provide a screenshot or two to help us understand which permission issues you are seeing?

By hard reset, do you mean factory reset? Phone settings -> General management -> Reset -> Factory data reset

Yes factory reset,  and now there's a dummy0 interface on my device
