It could be that that particular PDF is corrupted. Are you having issues with any other PDF file? Do you have Acrobat Reader installed?

what ,pdf application are you using? try using Adobe Reader (you will have to download if not already in your apps) or Drive (if already in your apps). Look in your download folder. right-click on the file and choose to open with another app. Good luck- I hope you get your file open.
