Background app notifications-how can I turn off

So I want to know how I can turn of the notification at the top of the screen when I swipe up that says Apps running in background and an option to open that up to see which apps are in the background? 
Now I don't want to turn off those apps, I want them running in the background. I just want the notification that tells me thst to be turned off. I know the apps are running in the background, I don't need a constant, always there notification telling me that, it gets in the way and I'd rather have it turned off, how do I go about doing that?

As far as I know that is built into the OS and can't be turned off

Dang, it gets I'm the way when I'm playing games and trying to maneuver between screens quickly. I don't get why it has to be in the way?
