Filmed 1,000s before and had no issue until I downloaded the most recent update.
The background of my videos are experiencing jittery focus. It doesn't matter if I use auto focus, manual focus, regular Video mode or Pro Video mode. I always keep auto stabilize off. I am using the standard Camera app. I don't install 3rd party apps.
