Question about a Texting setting

There's a setting under "Text on Galaxy Devices" (in Google Messages), and it references Bixby in the description.Would this mean that if I had Bixby enabled (currently disabled because I currently don't see a need for it), Bixby would be able to send and receive/read texts for "whatever reason" (which I suspect would include telling Bixby to message someone)?

@WithAHammer It would allow Bixby to access your messages if you asked it to read you the message or if you wanted Bixby to send a message to someone.

It's what I suspected, but with the way it's phrased I had a little trouble parsing the sentence.
