How to clear cache partition on Samsung S10 Ultra. I've tried power and volume up and all it does is reboot

Power down the tablet.
Hold Power and Volume Up until the Samsung Logo appears and then release.

I've tried that and all it does is restart. It works on my Samsung phone but not my tablet

Yes. I just shut it off again and I'm going to wait awhile and try it again shortly

You have to be plugged into a phone or a computer to do this. 

While plugged into a computer or phone using the USB port, power off your tablet, Hold down volume up and power simultaneously, hold down until the recovery menu appears

Im pretty sure on the Tab S10 you now have to have it connected to a computer to access the recovery menu

It's a bit tricky, but you are doing it right.  You have to take your finger off both buttons as soon as you see the logo on the screen.  Then you have to quickly tap the volume up button.  Sometimes it works to continue to press the volume up button, and sometimes you have to continually tap until recovery mode starts, but lately I've only been having to tap once after I let go of the buttons. If it doesn't work one way, try one of the others.  But, you do have to let go of the power button immediately.

@Phoneybologna As @GaryB82 mentioned, for the Tablets you have to have the tablet connected to your computer or phone via USB while powering up with the volume up and side key depressed.
