(I didn't know what the category would be)
Everytime I use a USB hub on my tablet it says "High power device connected cannot access device unless connected to an external power supply." But this USB hub doesn't have a external port so I can do that. But if I restart my tablet while the hub is plugged in, after it works fine with no external power supply. But is there a way to where I don't have to restart it every single time?

I think they mean that your tablet should be connected to an external power source.  The tablets may not be able to deliver the power that the hub needs.  Hubs, having multiple ports to power multiple devices, need more power to operate.  The power to a single flash drive is negligible.  A hub is a different animal entirely.  They are normally made to operate on a desktop or laptop computer, both of which are externally powered.  Even a laptop on battery power can deliver more power to a hub than a phone or tablet can.  You will likely have to exchange your hub for one with an external power connection or use a docking station.
