Are you using home and apps screen or just home screen? Do you have "easy" mode turned on in the display settings?
If you are trying to organize your apps and layout you have to do it with the home screen layout unlocked. After you make your changes you can lock the layout. You would have to do this every time you make a change or add an app. The only purpose for locking the layout would be if you are constantly accidentally moving things around or have a cat that walks on your screen when it's unlocked.
