A Series & Other MobileI notice in Device care in Memory after cleaning there still more to be cleaned and done it many times. Is it a bug in Memory checking that it doesn't do all of them for reason have to keep clean button?

Depends on what you are seeing as remaining apps or software I don't think can be deleted minus uninstall a app option

I tried to be general as for what's shown you could clear the cache for each or delete emails etc over time they ad up to space

It's not possible to clear your phones ram fully. Most Google apps and system apps have background processes or cache stores, even wakelocks. The systemUI will always take a decent amount out of available RAM and lost of system apps will break the core OS function if stopped, so best to just set it to auto maintenance and let the phone choose what's best for itself. (If your phone has that ability since the model is unclear)
In general, with modern phones, you shouldn't ever have to clear the ram out unless it's ram limited and you want to play a game or something similar. Otherwise clearing cache and ram actually tends to use more battery and is pointless since most of the processes automatically restart.
To answer your question directly, no it's not a bug. You will never ever see your full amount of RAM available, it's not possible and your phone is functioning exactly as it should!
