Playstore stuck in "you're offline"

If I ever open playstore, via ad, setting force-open, attempt to update an app, or just plain opening the app, it will land me on the "you're offline" page. This also happens when I click apps & games, settings, or even a different account, it just says, "You're offline." I've tried disabling and re-enableing it along with force-stopping. Nothing has worked. I can not update playstore because it claims to be installed via playstore. If I check another app, for example, youtube, the wifi works perfectly fine. I don't understand why this is happening. Please explain and help me find a solution.
I have a Samsung Galaxy A13 meaning s22 answers might not work.

Welcome to the Samsung Community. Thank you so much for posting. I understand the playstore shows "you're offline." I understand you've attempted several troubleshooting steps and have not found a resolution. 
Please attempt these troubleshooting steps for assistance:

1. Restart your device 
2. Clear the Data and Cache 
3. Reset the Download Manager 
Go to settings> apps> tap filter icon > toggle the switch next to Show System apps > tap OK> tap Download Manage> check that it reads Disabled ( this means app is enabled
Please Enable any apps related to Google Play Services or Download Manager 
4. Back up then Remove and re-add Google Account 
go to Settings> Accounts and backup> Manage Accounts> select your Google account> Remove account> To remove account click Confirm> to re-add account tap add account >tap Google> enter Google Account credentials> follow all onscreen instructions.

If this doesn't work Please send an error report directly to Samsung.

Right after the issue appears, please submit an Error Report. Samsung Members app>Get Help>Feedback>Error Reports
