System Storage taking up 39gb storage on A32

This is after I cleaned the cache data, after 3 hours the storage will be full again 64\64, I moved everything that can be moved to the SD as well.

The first problem is you only have 64 GB of storage on your phone. The system files shouldn't take up more than 14-16 GB, which is half your space to begin with. You should try deleting your cache partition. If that does not work, you may have to reset your phone and restore your backup.
