I'm writing this because I finally discovered why my ecosystem apps weren't working. This might help others facing the same issue.
It turns out that the problem was related to the region set in my Samsung account. My account was set to Turkey, where I live, and I couldn't use features like multi control or continue apps on other devices. I changed the region to France, where I bought the laptop, and suddenly everything started working.
To find this solution, I went through a lot of trouble. I fully formatted my laptop twice and my Galaxy S21 Ultra, trying to connect them without success. I even tried connecting a friend's S23 Ultra with no luck. I've been struggling with this issue for 2-3 months, and it was frustrating to discover that simply changing the Samsung account's region was the answer.
I can't tell you how mad i am to find this out. Why should the region of my account restrict functions I've paid for? Can't I buy a laptop outside my country?

ComputersCertain features are restricted in certain countries either by law or some other reason. It is always best to research these things prior to purchase to make sure all the features work where you intend to use it. To learn the reasons why, you might want to head to the forums for your region, as those users and tech support would be more familiar with the equipment and tech specs.
